In any of these cases, you should never be charged a fee.

Legitimate recruiting companies never charge a fee to job seekers. They are employed by companies that are searching for qualified applicants. These companies pay fees to list their positions for job seekers. The recruiters then list the positions and screen the applicants for the company.
